About the Cosplay Party Council (CPC)

The Cosplay Party Council (CPC) is the leading force behind cosplay-centric nightlife and entertainment at Dragon Con. Established in 2019 at Dragon Con in response to the growing demand for a more authentic and culturally resonant party experience, CPC set out to deliver the sounds and energy that truly reflect the diverse cosplay community. Our events feature a curated blend of Hip Hop, Afrobeat, Dancehall, Reggaeton, and iconic anime and pop culture theme songs—genres that are often underrepresented but deeply desired by Con-goers.

While evening parties are common within the Dragon Con convention center, they often miss the mark in terms of capturing the spirit of real nightlife. CPC stepped in to change that narrative. Cosplayers and attendees alike craved a soundtrack that reflected Atlanta’s vibrant culture—and at the heart of that is Hip Hop.

Each member of the CPC is a cosplayer, influencer, and digital media artist, making us uniquely positioned to understand and serve this dynamic community. In 2023, we leveled up the Dragon Con nightlife by hosting an official afterparty at Vanity Restaurant & Bar, just steps away from the convention. That event drew crowds out of hotel lobbies and into a real nightlife experience—and due to overwhelming success in both 2023 and 2024, we’re returning for Dragon Con 2025 by popular demand.

• A welcoming dance floor open until sunrise

We’re not just throwing parties—we’re creating memorable moments. We understand cosplay culture because we live it. We understand Dragon Con’s nightlife culture because we’re part of it. And we aim to merge both into an unforgettable event that feels authentic, inclusive, and electrifying.

Our events are safe, inclusive, and celebratory spaces where cosplayers and fans can come together, dance, connect, and truly enjoy the spirit of the convention. We’re ready to host hundreds of guests and deliver an experience that honors both the cosplay community and the cultural heartbeat of Atlanta.

  Chris Carthern

  Chris Carthern is the owner and founder of Shots by Shinobi. He was born and raised in Atlanta, Georgia. He is a cosplayer and award-winning producer, writer, director and photographer. Chris is an executive producer at Cutting Edge Animation, and a social justice advocate that has devoted his career to self-producing diverse, incisive, and insightful content with the uncompromising intention of permanently changing the world for all underrepresented peoples. He loves to travel, has visited 40+ countries and lived in 4. Chris makes music and is also a podcast host on the Cosplay Alliance Podcast where they discuss pop culture, gaming, comics, mental health and cosplay. The formation of Shots by Shinobi was driven by the notable absence of diversity within the entertainment industry, particularly in positions of creative direction. Central to my mission is the conviction that representation is pivotal, and the storyteller behind the lens profoundly influences the narrative. Shots by Shinobi Productions was conceived to empower marginalized voices, offering a platform to those often excluded from mainstream opportunities.
